ABOLITION OF CONTRABAND.

THE HAGUE, July 26. Britain and Germany will support the United States' proposal for the collection of contractural debts, which is regarded as less extreme than the Drao doctrine. Lord Reay explained before the Fourth Committee the motives inducing Britain to advocate the abolition of contraband, laying stress on the fact that the complications resulting from the capture of contraband goods were so dangerous that they were not compensated -by any real utility. There is little prospect cf Britain's proposal being jadopted owing to German \ and Japanese opposition.
