NEW MINISTERS.

Wellington, October 8,

The Ministry has been formed, and five members were sworn in at eight o'clock to-night. These were— Atkinson, G. F. Richardson, Fergus, Fisher, and Hislop. The first named will be Prarater and Treasurer ; Richardson, Lands ; Fergus, Mines ; Fisher, Education ; and Hislop, Justice. Mitchelson will be Public Woris, and would have been sworn in with the rest, but for private reasons. It is understood that Stevens will be the Upper House member with the portfolio of Colonial Secretary. It will be noticed that several departments are not represented in the above list, but these will be allotted at a future date. It i« understood that the choice of Stevens, who i 3 expected by the Kaikoura to-day, is due to the desire partly of having a new man as the representative in the Council and partly to the desire not to exclude Canterbury from the Ministry. Much surprise has been expressed at the omission of Capt. Russell, who was looked upon as certain to be in the Cabinet, but it is stated that he was left out both at his own wish and because it was deemed desirable that no large landholder should find a place in the new Government. Atkinson's acceptance of the Treasury as well as Premiership is the next principal subject of comment, but it is explained that he considers that for the present session it is necessary the former should not be entrusted to an entirely new hand. On Taesday the formal announcement will be made of the new Ministry, the usual sessional committees appointed, and then the Premier will ask for an sdjournment of a fortnight to enable him to arrauge his line of action.
