NEW SOUTH WALES PARLIAMENT.

The New South Wales Parliament was opened to-day by the Lieutenant Governor, Sir James Martin, who, in the course of his speech on the occasion, expressed regret that the drought which prevailed throughout the colony had lessened the value of principal products, aud, combined with other causes, brought about a diminution in the revenue. Notwithstanding, however, the falling off in receipts, as compared with the estimated revenue, he found if practicable to avoid the imposition of additional taxation. Measures for the amendment of the Civil Service Act and the reorganisation of the Civil Service, for the amendment of the Electoral Act; and providing better conservation of water, will be introduced shortly. In conclusion, the Lieutenant Governor congratulated the colony upon the improvement which had taken place in the revenue during the last financial period, the published rebum showing the receipts to be largely in excess of those for the corresponding period last year.
