SERVICE'S VIEWS ON NEW GUINEA.
, Melbourne,- September 17Referring to New Guinea in the Legislative Assembly last night. Service stated that he considered the territory should be thrown open for the purposes of trade. He also informed the House that he intended shortly^ to propose an appropriation of the- v. Victorian quota towards the £15,000 per annum for five years required from the Colonies towards the expenses of the High Commissioner.
