IRISH-AMERICANS AND RUSSIA.
According to the St Petersburg Viedomosti the Russian Minister at Washington has received applications from Americans and Irishmen residing in the United States for employment in case of war. The Americans offer their services not only as naval officers, sailors, surgeons, &c, but also to take charge of privateers, torpedo boats, and even of scouts. Irishmen have declared themselves ready to equip a few privateers and torpedo boats at their own expense. Several American shipowners have offered to arm a small war flotilla, manned by American volunteers, to be placed at thte disposal of the Commander-in-chief of the Russian navy. The Viedomosti is not aware what instructions have been given by the Russian Government to their representative at Washington.
Working hours throughout France ar« rarely under twelve per day, -while in Germany they range from thirteen to sixteen, and this without deductions for Sundays and holidays. A recent French Government Commission reported against shortening the hours of labour.
