The memorandum argued' that tho nationalisation of warship building would be beset with difficulties. No reliable estimate of cost could he prepared. The work was so specialised that it would be impossible to depend in war time on firms which had no previous experience. Therefore if private warship building were prohibited- in peace time, it would be necessary to nat'onaliso a. •sufficient capacity to provide, not only for normal peace production, but for flic enhanced requirements of the eairly stages of war. A memorandum from the War Office regarded the nationalisation of armaments with disfavour. At joint memorandum on behalf of tho services insisted that the State was adequately safeguarded against bribery in the placing of contracts by the . administration-. There was not, onl record a single) ease of bribery in the three service departments.
