PROGRESS IN AVAR AREA. REPORTS CONFLICTING. (U.P A by Elec. T&1. Copyright) LONDON, Jan. 2. A communique issued at Addis Ababa claims that Italian outposts are withdrawing from the areas south of Makale to face tile threat of Ras Mulugheta’s forces, but a Rome message says there is nothing worth while to report from the fronts. A further report from Rome states it is officially admitted that a mutiny occurred in Libya, where native troops murdered an officer. The Government spokesmen says it was a normal and unimportant case of insubordiinaGon.
A Dcs-.e message says it is claimed that Abyssinians brought down an Italian plane, incinerating the four occupants, who were machine-gunning AVaikait.

A further note from Abyssinia received at Geneva denies the use of dum-dum bullets, and repeats tbe charges against the Italians'of burning churches and using poison grin. The note proceeds.
“It is the Government’s duty to announce that if the Italian military authorities again employ such methods, or commit other violations of the law’s of war, it' will make reprisals, not by inflection upon Italian soldiers of inhuman forms of treatment which are arid will remain, strictly forbidden, hut by tbe seizing of private property of Italian nationals resident in tbe territory of' the empire.’’
