‘‘What is to be done with a State which refuses to give any guarantees for security to its neighbours?” asked M. Litvinoff resurpipg the Council debate. There were, he said, grounds for apprehension that arms were po't intended for defence but fo>* an infringement of the rights of others and the infraction of the world’s peace. M, Litvinoff likened Europe to a town v/herein one aggressive individual insisted on carrying arms to threaten the peace of his neighbours.
• Mr. Bruce, supporting the motion, said that for a considerable time, there had been a growing feeling, especially in Australia, that the position was deteriorating.
