The Emperor cf Ethiopia, in his speech from the Throne proroguing Parliament, announced the adoption oi? conscription arid the organisation of the whole population, male and female, for war. Everybody will he taxed for the equipment of the army. He added that the future penalty for treason would be death. According to Abyssinia's ancient law books, traders c-ould be burned alive.
