The Daily Telegraph, discussing the Budget prospects, expresses the 'bpinibn ‘that thei:e is no hope of a reduction of the standard rate of income tax. The remaining half of the pay cuts of Ministers, judges, civil servants, teachers and police is likely to he restored-, otherwise only minor concessions are possible.
