For the purpose of reserving university education for a chosen section of German youth, and reducing the number of unemployed holding degrees, only 15,000 will be admitted in 1934 on the basis of one girl to 10 men, compared with 28,000 annually since 1926., Candidates will be selected according to “mental and bodily maturity, moral character, and national reliability.” Jews will be permitted I per cent of the total.
