111' connection Avitli the lloyal Commission’s- report on lotteries, betting, mil] totalisator clubs, which have multiplied vapidly during tbc past two years, it is stated, constitute a grave social menace. The report says:—
“The totalisators on greyhound racing tracks involve serious social conrequcnces. Totalisator betting, whether on a credit or cash basis, should be declared illegal, except an authorised horse racecourse. Some time must elapse before the commission is in a position to report on the whole held of inquiry on lotteries and betting, but the present interim report on one aspect of tile subject has been submitted to the Government immediately owing to its urgent importance in view of the development of various forms of totalisator betting”.
