Obviously tlie resolution is aimed at tho-hostil ties between Paraguay and Bolivia over the Gran Chaco. 1 here is no expectation that the, resolution s power will be used in other parts of the world, particularly in the Orient, where Senators believe the invoking of an embargo would be likely to P'°ve to China's disadvantage.
