M, Stalin announces that he has decided on a slowing down of the five year plan. Instead of an annual increase of industry of 22 per cent., the increase during the coming five years will he 13 per cent. M. Stalin explains that the reduction is necessary because hebvy machinery is needed to equip the Red Army with modern instruments of war in view of the fact that soma neighboring countries have now signed a nori-aggression pact.
