The Daily Express Paris correspondent reports that the Soviet observer cabled yesterday is M. Boris, one of the ablest permanent secretaries at the Moscow Foreign Office. It is probable M. Stein will seek a meeting with Sir A. Chamberlain, tlie success or otherwise of which will depend whether M. Litvinoff goes to Geneva to take up negotiations with a view to the resumption of relations.
