The Commissioners, in a volmuiii-, ous report, traverse all phases of - tho question. They are convinced) that a breakwater harbor is prefer able to an inner .harbor from engineering,, navigation and economic viewpoints. However, they do not recommend the completion of either, advising that dor.:.the next ten years the Harbor Board should, prosecute , a policy. oi‘ puttings, the. .present harbor facilities into-'a proper state of repair, and of improving the Board’s valuable, .endowments by means of reclamation.
