ROAD LEVELS

OF NEW KAITI ESPLANADE.

ALL PARTIES WILL CONFER

That the levels for the new Kaiti Esplanade road were fixed by the Borough Council was the contention of the Harbor Board in a . letter to the Council last evening. The past correspondence showed that in February 1925, Grant and Cooke, acting for the Gisborne Sheepfarmers Co., Ltd., requested the Council to fix the levels of the road to suit their clients. The Harbor engineer agreed to this, and forwarded a plan to the Borough engineer accordingly. On August 15, 1925, however, the Borough engineer replied stating the levels lie proposed to adopt were about a foot higher than those -suggested in the Harbor engineer’s plan. At a conference between the Board and the Council representatives in February 1926, the Board offered to accept this insisting on the Board extending the road to peg 19 and' raising the levels between pegs 15 and 19. The board further referred the Council to the harlfor engineer’s letters requesting that the levels between pegs 15 and 19 were to be, Legally, the Board submitted, the levels could only be fixed by the Council. The correspondence showed this had been, the practice and that the present levels were fixed'by the Borough Council and that the Harbor Board never had any control of the levels. The Borough Engineer submitted an extensive report dealing with the discussion between the Council and the Board on the matter. The Mayor moved that the Borough Engineer and. he should meet the chairman and engineer of the Harbor Board to discuss the position. - t Cr. DeCosta, considered that the C.S.F.M. and M. Cb. should he represented 1 at such a conference. .Or. Coleman opposed this and said it was a matter solely between the Council and the Board and he failed to see why the land owners should come into it at all. Or. Barnard! pointed out that . ultimately there would lie the question of the Sheepfarmers’ terms and if they were present at such a conference they could state these terms and the matter could !e fixed up immediately. If they were absent, tliGi conference would be at a deadlock until they were informed of the Sheepfarmers’ terms. 'Or. Maude remarked that : t had been reported that Niven and Co. weie also concerned in the matter. Cr.. Bickford: This matter really brils down, as far as 'the Sheepfarmers’ and Niven’s are concerned, to the question of liability. ' I don’t see, therefore, that any third party is concerned in it at all.

Cr. Blair approved of the suggestion that all parties concerned should, meet to discuss the question. The Mayor then amended his first suggestion to include, at the conference, representatives of the objectors. - _ ' _ ' On a vote, the motion was "carried. ,
