NAVAL REDUCTION CONFERENCE REFUSAL TO PARTICIPATE PARIS. April 5. France has despatched a Note to Washington in reply to President Coolidge’s invitation to a naval limitation conference. It reiterates France’s refusal to participate in a conference, even to the extent of being represented by an observer, on the ground 1 that it would weaken the authority of the League of Natjons. It emphasises the fact that naval, military, and aerial armaments are inseparable.—A. and N.Z. C.A.
