The Colonial Institute lias memorialised Mr Baldwin asking him to receive a deputation on the subject of the promotion of emigration. Mr Baldwin delegated the matter to Colonel L. G. M. S. Amery, who will receive a deputation on Monday. The memorial declares that , the Overseas Settlement Act is entirely inadequate, and a new Act is urgently, necessary, first]. because the stipulation that the Overseas Governments must pay equal shares with the Imperial Government of the cost of any approved scheme, though excellent in theory, must break down in' practice. The small populations of the Dominions find it impossible to find money to finance a migration scheme on such a comprehensive scale. Secondly,| under the Act, the rate of progress is too slow for the effective handling of the migration problem.
Thirdly, there shouhl; be direct cooperation by means of Imperial representatives overseas, similar to the present Overseas Committee’s representative of Australia.
Fourthly, there is no doubt a large number of people are willing to migrate but unable to _;lo eo under the present conditions. The memorial proceeds :
“If the Government agree to bear the whole cost of the settler ment scheme, it is suggested conditions of such schemes should provide for gradual repayment by the settlers of moneys advanced by the imperial Government. “In the case of migrants who do not settle on the land, voluntary societies must pledge themselves to secure repayment.” The. memorial urges that the repatriation of migrants should not be made too easy. It also urges there should be a Home Land Settlement Scheme as favorable as the overseas. Lord' Stanley, of Alderly, will introduce the deputation and <*’y 'istopher Turnover will he the chief exponent of its ideas.
