He will declare that his attitude has always conformed to the constitutional prerogative. Re will point out that the'new majority made it impossible for the head of the State to exercise his mandate. Such interference in the administration, he asserts. subordinates the power of the head of the State to electoral fluctuations and would result in the creating of a precedent fraught- with incalculable consequences.
