MEN RETURNING TO WORK AT TILBURY. A SERIOUS ENCOUNTER. (United Press Association—Copyright.) LONDON, July 26. Eight hundred strikers resumed at Tilbury despite strong pickets. This is an increase of four hundred since yesterday. The position at other docks is unchanged, although men are showing increasing uneasiness. A serious encounter occurred between strikers and police in the vicinity of tho Royal Albert docks. Missiles were thrown by the crowd. The police used batons freely.
