AN UNCONFIRMED REPORT.
Reuter’s Telegrams. (Received Nov. 6, 10 p.m.) NEW YORK, Nov. 5. According to the Tribune, Washington has been advised that. Prince Von Buelow, for the Kaiser, is prepared to offer a. general peace to the Allies on a basis of the restoration of Belgium and the cession of Alsace-Lor-raine to France, and compensation to Russia.
