THE JULY CONGRESS
LPBESS ASSOCIATION TELEGRAM J WELLINGTON. May 29. The Unity Congress Committee has issued the following notice, signed bv tho chairman. Mr, W. T. Young, and the secretary, Mr. 15.I 5 . H. Hickcv:—
“It. has come to our knowledge that the last- circular issued by the Unitv Committee is being misrepresented and misunderstood, and therefore we deem it essential to make this final and plain explanation. The bodies adopting the basis of unity, subject- to any amendment which tho July congress may adopt, will entitled to full representation at the July congress, and will also be entitled to fully discuss, amend, and adopt constitutions, industrial and political, formulated in accordance with the basis of unity. Jt may also lie stated that the basis is the only foundation upon which tho - eonsVtutions are being drafted. In otha’- words, the congress will have full power to adopt, amend, oy reject- any proposals submitted bv the January conference or Unity Committee.”
