“WILLIAM THE SUDDEN.” AN UNEXPECTED ARRIVAL. [INDEPENDENT PRESS CABLE] LONDON, April 30. Special measures wore taken to guard the German Emperor during a visit to Carlsruhe to-day. Tho precautions were considered advisable in consequence of reports that some sus-picious-looking persons had been seen in tho neighborhood of the city. The Kaiser was to have made the journey to Carlsruhe by special train, but these plans were changed, and the people were not- a little surprised at his Majesty’s unexpected arrival by nvotor-car.
