LONDON, Sept. 9
The Newport Congress, at the instance of the Carmen’s Union, resolved that the time has arrived when, in the interests of trade unionism, and to secure full benefits from the awards obtained liv trade Unionists, tin* latter should refuse to woi'k will nonunionists. The minors supported the resolution while raihvaymen and stevodorec ooposed it. The Congress of 1913 meets at Manchester.
