The Racing Commission is at present making a tour of New Zealand with a view to determining bow the totalisator permits shall be distribued during the ensuinm racing season. There is no doubt a great deal of praise is due to- the commission for the manner in which they are carrying out their work, but at the same time. it is feared that inskipping the grounds held by clubs which .have not in the past had the privilege of a permit, tliev will perhaps create a. position that in the interests of the sport it would be well to prevent. When the Gaming Act was before Parliament there was a strong expression of opinion that small Cilubs should be considered when the permits were allotted. For years many of the small clubs ihave- laid to make- t-hedr way without the assistance of the totalisator, which has been such a splendid source of revenue to more favored Clubs. Consequently their courses and appointments are primitive when compared with those of totalisator clubs. But the Racing Commission should not let this weigh with them to a verv large extent, for once the totalisator is installed an improved course viiil assuredly follow'.
