The United States House of Representatives’ Committee on Naval Affairs recommend tiro construction of two steel floating dry docks, capable :>f accommodating 20,000 ton ships, •me in the Atlantic and tlic other in tho Pacific, also tho establishment of a naval station with a graving dock at Pearl Harbor.
