A flag offioer at Toulon states that anarchists and enti militarists boast that they have selected six eeamen stokers, seamen and gunners in each warship who on a given signal will tamper with the vital parts of the maohinery and guns, steel ammunition, and cause explosions. Special precautions are being taken to frustrate the plot.
