Tho Czar proper os tho revision of tbo procedure of tbe permanent court of arbitration, and of tho international commissions of inquiry ; also furthrr con* sidoration oi the rules of warfare, including questions touching on the private property of belligerents at soa and the rights and duties of neutrals.
Tho question of limitation of armaments is excluded.
Tbo Czar concludes by expressing a hope that tho programme will bo ro* organised as tho expression of a desiro to approach “ that lofty ideal of international justice which is tho constant goal of the oivilised world ”
