POLICE COMMISSION.
(Per Press Association.) Auckland, lost night.
The first witness called when the Police Commission opened to-day was Inspector Cullen, in charge of Auckland district. The witness knew nothing of tho men concerned in the Dunediu thefts. Ho stated that when ho was sectional sergeant at Dunedin be knew of a sergeant who made appointments with constables. He considered this wrong, but did not report it, os the man had been in trouble often. He had never heard a suspicion of thieving at Auckland. He considered the constables’ pay too low, with the result that a class of candidates offering was not satisfactory. The majority of the returned troopers applicants were not desirable.
