"DECLARATION OF CIVIL WAR"
(11 a.m.) PARIS, Aug. 12. The Right-wing evening newspaper Paris Press describes the Soviet Government’s Note to the Yugoslav Government as “a declaration of civil war.”
The Soviet Note said that Russia could no longer regard the Yugoslav Government as an ally of the Soviet Union. The Paris Press declared: “The new Note confirms the break between Moscow and Belgrade. It is written in terms which formerly would automatically have led to armed conflict. Today it reads like a declaration of civil war."
The newspaper said the Note was an appeal to the people of Yugoslavia over the head of the Government to rid themselves of Marshal Tito’s regime.
“From an international viewpoint, it creates a situation of which all the consequences cannot yet be measured.”
