(10 a.m.) LONDON. Feb. 28. The three Western Powers’ policy towards Western Germany needs an overhaul, says The Times. The newspaper recalled that a Ruhr authority and a military security board had been established, but were not working and also that the occupation statute was not yet ready and the fusion of the French zone and “bizone” were still far from being accomplished. The newspaper said that still more serious, perhaps, was the delay over the constitution which interfered with the timetable which the Foreign Ministers’ conference in London set last June for the German elections this month, and the appointment of a German Government by April. “There has always been the difficulty at Allied conferences on Germany that the French in their hearts are by no means convinced of the wisdom of establishing a German Government at all and are, consequently, in no hurry to see it begun or to relinquish their hold on the French'zone of occupation."
