No Unusual Red Army Moves In Germany

LONDON. Dec. 12.
The Frankfurt radio quoted General L. Clay, U.S. Military Governor, as saying that there were no indications in Germany or Eastern Europe of extraordinary Soviet military preparations. The radio said that General Clay added that the Soviet Union had lost ground during the past 12 months and had not succeeded in hampering the progress of European reconstruction.
