U.S. Must Exhaust All Avenues For Negotiation
LONDON, July 20. The diplomatic columnist, Walter Lippmann, declares today in his widely syndicated column that unless measures are taken to avoid accidents and deaths in the Berlin air corridors, the conflict between Russia and the United States will become altogether unmanageable and irreparable * If there is to be another world war, let it not be begun lightly for it won't be concluded easily," he says. “Let it not be begun on the advice of the exasperated men in Berlin nor decided on the frivolous speculation that the Russians won't fight if we act violently.” Above all, Lippmann declares, the United States should not place itself in the position of resorting to war before exhausting the possibilities of negotiation and peaceful settlement. He asserts that the record shows that the possibilities of negotiation have not been exhausted.
