The United States has reluctantly decided it can send only a very small quantity of American arms and ammunition to west European nations this year, says the Associated Press. A Government official indicated that only a- grave European crisis involving Russia could cause the Administration to reverse its decision and then only if Congress gave special powers. The decision reflects the State Department’s belief that Russia plans no direct aggression against any European country during the next six months at least.
