POLICY MARSHALL’S WARNING TRADE PACTS SYSTEM (N.Z.P.A.—-Reuter— Copyright.) (9 a.m.) WASHINGTON. April 23. The United States, in its foreign policy, could no longer afford to vacillate, the Secretary of Slate, Mr.. George Marshall, told the convention of the United States Chambers of Commerce yesterday. Mr. Marshall declared that the gravest problem the United States faces was to achieve consistency. When America stepped beyond its own borders, it should do so as a unit and not as a variety of political parties. If the United States was to fulfil the role of leader of world affairs, there should be .no doubt about its ability to accept the responsibilities of leadership. Mr Marshall said the continuity of Britain's foreign policy had made Britain the dominant Power in the world for centuries. He urged American businessmen to support the re-enactment of the Reciprocal Trade Agreements Act which is due to expire in about six weeks unless it is renewed by Congress. The United States could not afford to change its economic policy just after the confirmation of the European recovery programme and should not cripple reciprocal trade agreements and thus destroy its world leadership.
