HOPES EXCEEDED

Reviewing the work of the freedom of information conference The Times’ correspondent says the delegates at the press conferences gave the impression that the measure of success was beyond that expected, having regard to the bewildering variety of subjects discussed. Throughout the Soviet groups opposed the adoption of any of the conventions on the ground that they constituted an infringement of national sovereignty. It may have been this which led Mr. E. Davies to put his 3 finger on the main difference splitting the conference —between those . wishing, to define the freedoms of the press and those wishing to define the functions of the press.
