GERMANY'S INCLUSION
EUROPEAN FEDERATION (11.30 a.m.) THE HAGUE, April 23. General Koenig, military commander of the French zone of Germany today advocated a federal Government for Germany. He added that the inclusion of Germany in a European federation was absolutely necessary. He said the five powers of the Western Union might standardise arms and equipment, and appoint a supreme commander. The Western Union would have to co-oper ate militarily at first without America.
