Provision is also made for the withdrawal of tribesmen and Pakistan nationals who are not 'residents ot Kashmir and for reducing the Indian military occupation forces to a minimum. The plan was approved by 31 separate votes on a clause-by-clause basis, each clause being approved by votes ranging from 7 to nil to 9 to nil. The Soviet and the Ukraine abstained L from each vote.
