U.N. TO TAKE PLEBISCITE FORMULA APPROVED [(10 a.m.) NEW YORK, April 22. The Security Council last night adopted a formula for settling the India-Pakistan dispute over Kashmir State. _ , . . . It is an 18-point plan. In brief, it calls for: . . 1. A five-nation truce commission which will help to arrange a plebiscite to decide whether Kashmir, whose population is mainly Moslem, shall be part of India or Pakistan. , 2. —A special plebiscite administration to conduct a poll under the United Nations’ supervision. Provision is also made for the withdrawal of tribesmen and Pakistan nationals who are not 'residents ot Kashmir and for reducing the Indian military occupation forces to a minimum. The plan was approved by 31 separate votes on a clause-by-clause basis, each clause being approved by votes ranging from 7 to nil to 9 to nil. The Soviet and the Ukraine abstained L from each vote.
