CONSPIRACY ALLEGATION (10.15 a.m.) LONDON, March 23. The Court of Criminal Appeal which last Wednesday allowed the appeal of a member of the House of Commons, David Weltzman, against his conviction on a charge of conspiracy and quashed his 12 months’ sentence and fine of £SOO, today allowed the appeals of four other men originally charged with Weltzman, They were Joseph West, Alfred Stafford Northcott, Adrian Weltzman and Ellis Philip White. The appellants were charged with having conspired together to contravene Board of Trade orders for the control of the manufacture and supply of toilet preparations. ________________
