PAPANEK REPLACED OFFICE NOT SURRENDERED NEW YORK, March 15. The Czechoslovakian Government today appointed M. Vladimir Houdek as its new delegate to the United Nations in succession to Dr. Jan Papanek, who was dismissed last week after filing charges of Russian complicity in the Communist coup in Prague. The Security Council on Wednesday will decide whether to place on the agenda the demand by Chile for an inquiry into Russia’s alleged part in the coup. Dr. Papanek said today he did not intend surrendering his offices to M. Houdek.
