PAPANEK REPLACED OFFICE NOT SURRENDERED NEW YORK, March 15. The Czechoslovakian Government today appointed M. Vladimir Houdek as its new delegate to the United Nations in succession to Dr. Jan Papanek, who was dismissed last week after filing charges of Russian complicity in the Communist coup in Prague.
