RUSSO-FINN PACT HELSINKI INSISTS FORMAL RATIFICATION (11.30 a.m.) LONDON, March 14. The Moscow radio says that Marshal Stalin suggested that the Russo-Finnish negotiations for a mutual aid pact should start on March 22. The radio said that the Finnish President, M.
