RUSSO-FINN PACT HELSINKI INSISTS FORMAL RATIFICATION (11.30 a.m.) LONDON, March 14. The Moscow radio says that Marshal Stalin suggested that the Russo-Finnish negotiations for a mutual aid pact should start on March 22. The radio said that the Finnish President, M. Paasikivi, had written to Marshal Stalin on March 9 proposing that the talks should start on March 20 and saying that the Finnish Parliamentary parties had expressed reservations about the conclusion of a military agreement. The letter declared that the Finnish Government had opened negotiations on the understanding that any agreement would be subject to Finnish Parliamentary ratification.
