NEWFOUNDLAND PEOPLE NATIONAL REFERENDUM ST. JOHNS (Newfoundland), March 11. An ooportunity for confederation, with Canada was offered the people of Newfoundland today, when the contents were, disclosed of an official ballot for a national referendum which will decide the colony’s political future. The ballot will offer the following choices: First, retention of the present Government by commission; secondly, the return of responsible self-govern-ment; and, thirdly, confederation with Canada.
