WEST JAVA DELEGATES TALKS ON NEW STATE BATAVIA, Feb. 24. Following the receipt of a number of letters threatening the lives of delegates attending the West Java conference at the hill city of Bandoeng 120 miles south-east of Batavia, all precautions are being taken, says the Netherlands news agency, Aneta. The conference is considering the provisional constitution for the new State of West Java, comprising mainly the territory occupied bv the Dutch in the police action last year. Delegates are also considering turning the conference into the State’s first provisional Parliament.
