RETENTION OF TROOPS CIVIL WAR DANGER SEOUL, Sept. 28. The South Korean political leaders, Mr. Syngman Rhee and Mr. Kimm Hui Sic declared today that civil war and “Communisation” would result from the withdrawal of American and Russian troops as suggested by General Shtikov, the Soviet delegate to the Joint Commission, which had failed in attempts to prepare the way for a Provisional Government for all Korea. Mr. Rhee, a rightist who has urged in the past that the occupation troops should withdraw, said; “How can the United States step aside and let Russia have its way?” He added that if the United States had a sense of moral obligation it would not withdraw. Mr. Kimm, who is chairman of the South Korean Interim Legislative Assembly, said: “I hope the United States will remain true to her international obligations, at least for once.’
