DEBATE ON INDONESIA NEW YORK, Aug. 8. The Security Council declined yesterday to grant a Philippines delegate permission to participate in the Indonesian debate. The Philippines Government claimed that, although it was not a member of the council, it was specially affected by the Indonesian dispute and, therefore, entitled to participate in the debate under section 31 of the Charter.
