PAKISTAN RULER

JINNAH’S_POWERS POLICY OF FREEDOM NEW FLAG ADOPTED (N.Z.P. A.— Iteutcr—Copyright.) (10 a.m ) KARACHI, Aug. 12. The Pakistan Constituent Assembly unanimously elected Mr. Jinnah as its president. Mr. Jinnah, as President of the Constituent Assembly and GovernorGenera! of Pakistan will have complete control over the State and the framing of its constitution. Mr. Jinnah, when taking office, said that Pakistan would not discriminate against anyone and would start with the fundamental principle that all citizens were equal The citizens’ first duty would be to maintain law and order and protect life and property and religious rights of all at any cost. The Pakistan Assembly, with surprisingly little rhetorical speaking, adopted the national flag, which will be threequarters green, with a star and crescent superimposed, and one-quarter white, the latter representing the minorities. The Assembly appointed a committee to report on the President’s powers and Assembly procedure. The Congress Party promised loyalty to the new State.

Mr. Jinnah, in a speech, said that any idea of a united India would not have worked, but would have led to a terrific disaster.

“If we want Pakistan to be happy and prosperous, we should concentrate wholly and solely on the well-being of the people, especially of the masses and the poor. If we begin work in this spirit, all problems of majority and minority communities will vanish in time.”

The Government of Pakistan says it has decided to recognise Kalat State, Baluchistan, as a independent sovereign State in respoct.of its treaty relations with Britain. Pakistan and Kalat will discuss defence, external affairs and communications and will seek a legal opinion about the leases at present held in Kalat by Britain, including an air base at Quetta.
