BIG FOUR MEETING FUTURE OF JAPAN MOSCOW Aug. 10. The newspaper Pravda said that only a meeting of the Council of Foreign Ministers on Japa is future would satisfv Russia and denounced as unilateral the United States convocation of discussions on Japan in Washington. The newspaper added that the Council of Foreign Ministers was created specifically for the preparatory work on the peace treaties.
