RESTORING GREECE U.S. MISSION ADVISED CONTROL of aid funds (11a.m.) WASHINGTON, May 1. Mr Paul Porter, a former administrator of tlie Office of Price Administration, who recently led an American economic mission to Greece, recommended in a report to the Secretary of State, Mr George Marshall, a five years’ construction and development programme for Greece, costing 335,000,000 dollars. He did not specify who would pay for the work but expressed the hope'“that direct American assistance” would not be necessary after June 30, 1948. He recommended: (1) The sending to Greece' of an American recovery mission with broad powers over the expenditure of American funds. (2) Overhaul of the Greek taxation and revenue system and strict -controls over Greek economy, including prices and rents. He added that Greek profiteers and black marketeers thrived while the masses of the people lived at a bare subsistence level.
