AUSTRIAN INDEPENDENCE BELGRADE, Jan. 28. A Czechoslovak memorandum presented to the Foreign Ministers’ deputies discussing the Austrian treaty said that Czechoslovakia wished to be associated with all the stipulations the Great Powers might consider necessary for safeguarding Austria’s independence. Czechoslovakia, after the restoration of an independent Austria, proposed to settle small adjustments to the AustroCzech border by direct friendly negotiations with the Austrian Government.
